“We warn our partners about all initiatives”: the minister spoke about the sources of payment of “thousands of Zelenskyi”

Minister of Finance Serhiy Marchenko said this during a press conference.

“These funds were formed in the Social Insurance Fund in case of unemployment. Taking into account the balances that were formed back in 2023 and also in 2024, these balances were planned to be used for certain programs of the Ministry of Economy, which, among other things, should support economic activity, investment programs,” he said minister.

He noted that a certain balance of funds was formed under some programs at the end of this year, which were decided to be directed to increasing consumer demand and supporting the domestic producer.

“I believe that this will allow us to resolve the issue that was raised from the point of view of meeting the needs of the most vulnerable categories of citizens in the winter period, when we have problems with electricity supply,” Marchenko said.

According to the minister, this initiative will not have a significant fiscal effect, and a positive economic effect is expected. The head of the Ministry of Finance emphasized:

“We had examples of programs during the Covid-19 pandemic, “eSupport”, these funds were also directed to support the domestic manufacturer and had a certain positive effect. The program is temporary, it will be effective only during the heating season. I emphasize that there are no other intentions, it has aimed at supporting the least protected categories of citizens”.

Marchenko also noted that the government informs international partners about similar initiatives.

“When we communicate with international partners, we warn about all initiatives: ‘It is acceptable for us, here are the sources.’

“Winter support” – what is knownAt the end of October, the President of Ukraine Volodymyr Zelensky announced that he instructed the Cabinet of Ministers to introduce a new program starting December 1, according to which every Ukrainian will receive 1,000 hryvnias. The money can be used to pay for utilities, “Ukrzaliznytsia” tickets, Ukrainian medicines, books and cultural services, as well as to donate to the Armed Forces.

The Cabinet of Ministers determined the procedure for submitting an application for receiving “winter support” in the amount of one thousand hryvnias. In particular, an application for assistance in the amount of 1,000 hryvnias can be submitted through “Diya” during December 2024 – February 2025. One of the parents, as well as one of the guardians, custodians, legal representatives of minors, minors have the right to receive a one-time cash benefit for each of the children.
