The Ministry of Defense has prepared proposals on how to reform approaches to mobilization, which will be proposed to the Cabinet of Ministers for discussion, in particular, it is about abandoning the forced mobilization of men. This was announced by the Minister of Defense of Ukraine Rustem Umyerov during a press conference in Kyiv.

Answering the question about whether digitalization will reduce the number of facts of “busification” on the streets, the minister said that they plan to move away from “painful issues for the population.”

“We give features of humanity to our mobilization. Passed, as you know, the law, started recruitment centers, started digitalization to have digital tools so that people know they have a choice. Right now, the priority of protecting our country is very important to us, so we plan to move away from these painful issues for the population (question busification»ed.). We have proposals that we will discuss in the Cabinet of Ministers in order to propose such a reform and move away from these very phantom pains,” Umyerov said.

He also added that they will work for Ukrainians abroad so that “they too have the choice to join the army.”

In response to a question about the idea of ​​disbanding the TCC and transferring their functions online, the Minister of Defense noted that the reform is being discussed, concepts are being developed and the principle of “not harming the existing system” is being followed.

“We hear, we know, it’s a challenge, it’s a very huge pain. (…) Our goal, if possible, is to turn “Rezerv+” into an all-Ukrainian recruiting center to replace offline points (TCC ed.). (…) We worked on this concept to turn it into an office for serving military personnel, there were several other concepts. That is, we do not stop to find a solution in this regard and take a balanced approach, work through the legal process,” Rustem Umyerov explained.

Online recruiting can become a “humane” alternative to forced mobilization, believes Kateryna Chernogorenko, Deputy Minister of Defense for Digital Development, Digital Transformation and Digitalization.

“The launched online recruiting module in “Reserve+” just shows that the citizens of Ukraine are responsible, they do not wait for forced mobilization, but make the choice themselves, how to join the Defense Forces and protect their homeland. Therefore, online recruiting will develop and will be just such a “human” service alternative to forced mobilization. Ukraine should develop very quickly in this direction,” the official said.

Chernogorenko also added that in 2025, the ministry wants to launch an opportunity not to go to the TCC and present paper documents proving identity. Instead, they plan to make it possible, for example, through BankID verification.

“Now, together with my colleagues, we are working on this, we need some changes in the legislation, but the main idea is that a person can use his smartphone from any convenient place to register with the state, become conscripted, show that he actually performs obligation by law through such an online tool. And all this is part of the plan to transform “Reserve+” into a completely full-fledged alternative to TCC,” explained Kateryna Chernogorenko.

The Chief of the General Staff of the Armed Forces of Ukraine, Lieutenant General Anatoliy Bargylevych, also spoke about the reform of the TCC. According to him, TCCs also perform the function of social support, in particular, for servicemen released from captivity and their families.

“Life will show. And changes will be made, and the question will arise by itself. Either the TCC is reformed into another body, or it remains as it is, or changes are made, or it is in digital form,” said the Chief of the General Staff of the Armed Forces of Ukraine.

Last week, People’s Deputy Yuliya Yatsyk said that on November 12, the Verkhovna Rada’s temporary investigative commission for the protection of the rights of military personnel, of which she is a member, submitted a report in which it proposed disbanding the territorial recruitment and social support centers and creating recruiting centers instead. According to Yatsyk, thanks to the dissolution of the TCC, it is possible to staff “more than 10 full-fledged brigades.”

After that, the spokesman of the Ministry of Defense of Ukraine, Dmytro Lazutkin, said on the air of “Suspilne Novosti” that the staff of the territorial centers of recruitment and social support “is not so great, because quite large numbers were announced.” According to him, the TCC has 48,000 positions in the state, but in fact 36,000 people work there, of which almost 7,000 are civilians. In particular, among the military, 18,500 are disabled and 3,000 are women.
