The authorities are considering various scenarios, but the heating season in Ukraine is scheduled to start on October 28.

Deputy Minister of Development of Communities and Territories of Ukraine Kostyantyn Kovalchuk announced this during a briefing in “Ukrinform”.

“The heating season started amid unprecedented enemy attacks on infrastructure. Power generation, distribution, and heat generation facilities were under attack. We are preparing for a hard winter,” Kovalchuk said.

According to the deputy minister, more than 55% of social sphere objects are included in 20 regions of the country. In eight regions, heat is also partially supplied to residential buildings, but this is not of a mass nature.

“If the weather conditions allowed not to include heat in residential buildings, this was actually done. A fairly warm October, according to regulatory documents, gave reasons not to turn on the heating,” said a representative of the Cabinet of Ministers.

Kovalchuk conditions for turning on the heating:

  • average daily temperature, which must be below 8℃ for three days in a row;
  • the presence of a tendency to cool down.

Under these conditions, local self-government bodies decide on the start of the heating season.

According to the updated forecast, the temperature this week will also remain quite warm, the government official said. At the same time, he called on communities in case of requests or changes in temperature indicators to make decisions and start heating, including the housing stock.

In turn, the Deputy Minister of Energy of Ukraine, Mykola Kolisnyk, reported that nine units of nuclear power plants on the territory controlled by Ukraine are working, all scheduled repairs have been completed on time, as well as emergency and restoration work.

According to Kolisnyk, partial repairs are continuing at those objects where there were repeated lesions. The enemy’s attacks will continue, says the deputy minister of energy, so the government has formed an emergency repair stock. On-site distributed generation facilities will be used as backup and additional types of power supply. This includes, for example, solar panels in hospitals.

Kolisnyk emphasized that Ukraine is counting on further support from Western allies to get through the heating season. And he urged the population to rationally use electricity.

At the same time, Serhii Koretskyi, the chairman of the board of Naftogaz of Ukraine, said that for the heating season of 2025/2026, Ukraine will need to purchase more than 4 billion cubic meters of gas. The price of the issue of additional import of natural gas will amount to 1.9 billion dollars.

“There is a clear plan for additional gas imports. There is a need for additional financing of $1.9 billion. We have already secured a significant part of these funds, and this is a joint effort with the government. We are cautiously optimistic about attracting funds, ensuring additional imports for a sustainable season,” Koretskyi said.

The heating season in Ukraine is the main newsEarlier, during the question hour to the government on October 24, Prime Minister Yulia Svyridenko estimated the amount of financing necessary for additional gas imports at 2 billion euros. At the same time, she refused to give specific data on losses of domestic gas production and volumes of gas that must be imported, referring to the inadmissibility of disclosing information during the war with the Russian Federation.

People’s deputy Viktoria Syumar, who asked questions of the government, estimated Ukraine’s needs for an additional 8 billion cubic meters of gas for the heating season.

Prior to this, the Cabinet of Ministers had already allocated 8.4 billion hryvnias for the import of gas for the population due to partial temporary losses of its own production.
