Ivanovska suggests making changes to the Code of Ukraine on Administrative Offenses so that fines become more tangible and have a real impact on businesses and organizations that systematically ignore the law. “Symbolic fines are not commensurate with the economic benefit received by individual business entities, and do not motivate voluntary compliance with language norms,” ​​the ombudsman explains.

According to her, the number of appeals from citizens regarding violations of language legislation is increasing, particularly in the areas of service, advertising, Internet resources, and public information. The low level of accountability creates a sense of impunity for violators, and the sanctions in place are often less onerous than bringing activities into compliance with the law.

“Strengthening administrative responsibility is a necessary condition for ensuring the real effectiveness of language legislation and respect for the state language as a constitutional value,” Ivanovska emphasized. The Prime Minister has not yet commented on the appeal.

Law on ensuring the functioning of the Ukrainian language as a state language provides, in particular, fines for violations from 200 to 300 tax-free minimums (3400-5100 hryvnias). The amount may increase in case of repeated violations.
