Lithuania offered to create a specialized export platform that would allow scaling up Ukrainian defense developments and strengthening the military-industrial potential of both countries. This initiative is a logical continuation of the successful cooperation in the production of drones and long-range weapons, in particular Vilnius’ investment in the production of the Ukrainian missile-drone “Palyanytsia”.
The leaders paid special attention to the PURL (Prioritized Ukraine Requirements List) initiative, which was introduced in the summer of 2025 by the administration of Donald Trump and NATO. This mechanism allows European allies to finance the purchase of critical American weapons from US warehouses for immediate transfer to Ukraine, bypassing lengthy production cycles. Also discussed was the SAFE program — a financial instrument aimed at using profits from frozen Russian assets to support Ukrainian energy and air defense. Lithuania has already confirmed the transfer of nearly a hundred generators to Ukrainian communities as part of a broader plan to ensure energy sustainability in early 2026.
