On January 19, 2026, the Deputy Prime Minister for the Reconstruction of Ukraine, Oleksiy Kuleba, announced that 14 such mobile points were sent directly to the frontline regions — Kharkiv, Sumy, Zaporizhzhia, and Dnipropetrovsk regions.
Each carriage is equipped with powerful generators, autonomous heating systems, charging stations and Starlink satellite communication, allowing people to stay connected and warm in all conditions. For the comfort of visitors, zones with household appliances, play compartments for children and special places for staying with pets are provided. In addition to the eastern regions, the wagons will appear at the stations of the western and central regions in communities where there is an acute shortage of stationary autonomous aid stations.
A feature of the project is the use of non-working wagon fleet, which does not affect passenger transportation, and the total number of such autonomous units in the railway network has already reached 100. In the Kyiv region, mobile points are being deployed in the de-occupied Borodyanka, Irpen and Buchi, where the demand for such services remains extremely high due to damage to the local infrastructure. Thanks to the support of the organizations All Hands & Hearts and World Central Kitchen, these wagons can be quickly redeployed to areas where the situation with energy supply becomes critical, acting as a reliable humanitarian support for thousands of Ukrainians.
The authorities have launched a large-scale audit of Points of Unbreakability throughout Ukraine to ensure their readiness to work in the conditions of an energy emergency.
In Kyiv, 50 mobile kitchens with hot food started working in areas where the most difficult situation due to power outages persists.
