Deputy Prime Minister for Infrastructure Oleksiy Kuleba announced this in a comment The Guardian.
According to Kuleba, Russia has changed tactics and is now turning trains and their drivers into targets. The number of attacks has tripled since July.
Since the beginning of 2025, the Russian Federation has carried out more than 800 strikes on Ukrzaliznytsia facilities, damaging more than 3,000 infrastructure nodes. Total losses have already reached $1 billion.
Separately, the Deputy Prime Minister emphasized that Russian drones are now purposefully attacking locomotives, trying to kill train drivers and paralyze traffic.
Oleksandr Pertsovsky, head of Ukrzaliznytsia, confirmed this information, noting that Russia is increasingly using high-precision Shahed drones.
“It’s not just about the number of attacks … Now, because they have very accurate Shahed drones, they’re targeting individual locomotives,” Pertsovsky said.
The railway remains a critical artery for Ukraine, because it provides 63% of cargo and 37% of passenger transportation. Through the closed airports, trains are the only route for international delegations, as well as for the delivery of military aid and the evacuation of the wounded.

The regional branch of “Ukrzaliznytsia” informs about changes in the movement of a number of suburban flights in the Dnipropetrovsk region, which will be implemented from November 11 to 17 due to the security situation in the region.
