The document proposes a punishment of up to three years in prison for committing such an offense. At the same time, for the first time, the crossing of the western border is proposed for the first time to impose an administrative fine, and in the event of a second attempt to impose criminal liability.
Earlier, a spokesman for the State Border Service Andriy Demchenko said that since the beginning of 2025, more than 13 thousand citizens were detained for trying to travel abroad. Currently, such violators provide administrative liability in the form of a fine, and for the organizers and accomplices of such schemes there is a more cruel punishment – criminal liability.
The fine does not restrain the offenders from the following attempts to leave Ukraine illegally, so some persons are delayed three or five times.
