The Cabinet of Ministers of Ukraine has updated the rules for evacuating the population from war zones and territories where there is a risk of their outbreak.
This is reported in Government Resolution No. 1307 of October 10, 2025.
The document introduces the creation of a state information system for evacuation coordination, which will help to organize transportation, accommodation and assistance to people who are forced to leave their homes faster.
Within three months, the Ministry of Social Policy should create and launch this system, which will collect data on evacuation routes, places of temporary residence and humanitarian assistance.
In addition, the resolution provided for the creation of transit centers, specially equipped points for the short-term stay of evacuees. There they will provide food, medical assistance, psychological support, help with employment and restoration of documents.
It will be possible to stay in such centers for up to seven days, after which people will be directed to places of permanent or temporary residence. For this, multidisciplinary teams of social work specialists, doctors, lawyers and psychologists will be created.
The government allowed the involvement of volunteers and international humanitarian organizations in the evacuation measures. They will be able to help in transporting people, providing logistics, informing and accommodating displaced persons.
“Ukrzaliznytsia” and local administrations, which have to provide transport for the population, will be involved in the coordination of evacuation transportation. Evacuation will be organized, accompanied and explained about routes, safety rules and places of arrival.
The return of people to the liberated territories will take place only after confirmation of security from the Ministry of Defense, the State Emergency Service, the National Police, the Ministry of Health and other agencies. The decision to allow return will be made by local administrations. People who decide to return will be able to use organized transport or their own car. For persons with disabilities, the state guarantees escort and priority transportation.
