Details: The Agreement on the Creation of a Special Tribune on Aggression Crime was signed in the Council of Europe building in Strasbourg during the first visit of Zelensky to this organization.

Before that, the CoE Committee officially authorized Berse to sign the agreement.
The future special tribunal will allow investigations against the highest leadership of the state, which is usually protected by personal immunities, but the sentences will be possible only after the loss of positions.
In addition, the tribunal will have international legal personality, not the status of a hybrid or national structure. Its basis is Article 8 bis of the Roman MCC Roman Statute, supplemented by the criteria of the invading war from the resolution 3314 of the UN General Assembly.
It is also envisaged that the tribunal will be able to approve sentences even without the presence of the accused, in particular – against the political and military leadership of Russia, and potentially Belarus and the DPRK.
We will remind, the Committee of Ministers of the Council of Europe launched a legal procedure for the creation of a special tribunal on May 14. Before that, the process received political approval at a special summit in Lviv on May 9.
