The meeting between the ambassadors of Ukraine and the 32 member states of the Alliance was called by Kyiv after Russia struck the Ukrainian city of Dnipro on November 21 with what President Vladimir Putin said was a new missile called Oreshnik. Putin said the strike was in response to Kiev’s use of Western-supplied long-range missiles to attack targets deep in Russia after receiving long-awaited permission from the United States.

The Ukraine-NATO Council was created at the alliance summit in Vilnius last year with the aim of strengthening cooperation with Kyiv and supporting Ukraine’s aspirations for NATO membership.
