Details: The document was made public after the meeting of the EU General Affairs Council, the main result of which was the launch of “frontloading” – a technical process that will allow preparation for the closing of negotiation chapters even before Hungary removes the veto on their opening.

In it, the parties of Ukraine and the EU “recall that EU enlargement is a geostrategic investment in a strong, stable and united Europe, based on common values, and that Ukraine can become an asset for an enlarged and more sustainable European Union.” At the same time, Ukraine confirms the understanding that issues related to the rule of law and combating corruption are of key importance for its accession to the EU.

“In view of the future, and in accordance with these frameworks and priorities determined by the member states, Ukraine is taking measures to further prioritize the implementation of the most relevant and effective measures during the next year,” the document confirms and states 10 key priorities.

  • Adopt comprehensive amendments to the Criminal Procedure Code and other legislation to ensure speedy and high-quality justice (here is a separate list of changes, namely: cancellation of “Lozovoy’s amendments” regarding the automatic closure of proceedings; extension of statutes of limitations and strengthening of grounds for their interruption and suspension in corruption cases; strengthening of the independence of NABU and SAP and protection of their jurisdiction from circumvention and undue influence; expansion of jurisdiction of NABU and SAP for all high-risk positions).
  • Provide NABU with effective access to unbiased, timely and high-quality forensic examinations.
  • Conduct a comprehensive review of the procedure for the selection and dismissal of the Prosecutor General.
  • To renew the selection for the appointment and transfer of prosecutors to management and other prosecutorial positions in the Office of the Prosecutor General, in regional and district prosecutor’s offices.
  • Reform the State Bureau of Investigation (SBI).
  • Appoint without delay judges of the Constitutional Court and members of the High Council of Justice who have passed international verification.
  • Expand the involvement of international experts in the competition commission for the Higher Qualification Commission of Judges (HCJC).
  • Adopt the draft law on declarations of integrity of judges. For the Supreme Court, this includes the temporary engagement of independent international experts.
  • Adopt the Anti-corruption Strategy and the State Anti-corruption Program by the II quarter of 2026.
  • Develop and strengthen internal control systems against corruption at a high level
  • Marta Kos, answering the question of “European Truth”, explained that all these points must be fulfilled for the success of Ukraine’s accession to the EU. “This is not a new plan… We identified these 10 points as priorities, so in general, a lot needs to be done in the admission process,” she said.

    Earlier in Lviv, at an informal meeting of the General Affairs Council, the EU announced launch of a new format of technical negotiations with Ukrainewhich do not depend on the Hungarian veto.
