Funding for the program is scheduled to begin at the end of February, after which people will receive vouchers.
According to the Ministry of Development of Communities and Territories, there are already about 1,200 commissions working in the regions, in particular in Kyiv, which consider applications from people. They have already made almost 4,500 positive decisions. A person can check the status of the application or receive a notification about the commission’s decision in the “Action” mobile application.
“Only in the first week of the program’s operation, from December 1, 2025, more than 18,000 applications were received, which significantly burdened the system. At the same time, local self-government bodies created commissions to consider applications,” the message reads.
The speed of work of the commissions, in particular in Kyiv, is also affected by the security situation. In January, there were long air strikes and blackouts due to Russian strikes on energy infrastructure.

At the same time, the Sumy, Poltava, Cherkasy, and Vinnytsia regions show the best results in terms of processing rates and the number of adopted decisions.
The next stage is the transfer of funds and the start of financing. As soon as it becomes possible to reserve funds, every person who submitted an application and received a positive response will be informed, the ministry emphasized.
The grounds for refusal can only be the submission of an application by a person who does not have the right to receive assistance, or the discovery of inaccurate data in the application.
The department reminded that the program provides for the provision of a voucher for 2 million hryvnias, which can be used to buy housing or invest in its construction. The voucher can also be used to pay a mortgage payment.
Housing vouchers for IDPs – the latest newsFrom December 1, internally displaced persons from the temporarily occupied territories (TOTs), who have the status of a participant in hostilities or persons with disabilities as a result of the war, will be able to apply for a housing voucher worth 2 million hryvnias through Diya. Housing voucher for IDPs can be used for 5 years. After the purchase of housing, it will be subject to a 5-year prohibition on alienation to ensure the intended use of the funds.
