The chief ombudsman of Turkey, Mehmet Akarca, officially confirmed the transfer to Russia of lists of Ukrainian servicemen who are considered missing, as well as lists of seriously ill and seriously injured defenders.

This was reported by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets, based on the results of an online meeting with his Turkish colleague and representatives of the families of prisoners of war. The lists, which were formed at the request of Ukrainian families and handed over to the Turkish side a month ago, should become the basis for further negotiations regarding the return of people and clarification of their fate on the territory of the Russian Federation.

During the negotiations, the parties agreed to create a permanent channel of communication between the human rights institutions of the two countries to speed up the resolution of humanitarian issues. Dmytro Lubinets proposed to involve the Turkish side as an intermediary for the transmission of letters from relatives to Ukrainian prisoners of war with the requirement to receive a response from the detained persons. Turkey remains one of the key international platforms where it is possible to achieve real progress in matters of exchange and repatriation despite the difficult position of the Russian Federation and its systematic violations of the Geneva Conventions.

The Ukrainian side is preparing additional lists to hand over to Akardzhi, which will include verification of missing persons under special circumstances, as well as lists of civilians illegally detained by Russia in its prisons. Particular attention is paid to the fate of convicted servicemen and those prisoners who have been in captivity for the longest time. Lubinets also invited the Turkish ombudsman to visit Ukraine in order to directly familiarize himself with the situation and strengthen cooperation in order to return citizens home from the territory of the Russian Federation as soon as possible

Since the beginning of Russia’s invasion of Ukraine, the International Committee of the Red Cross (ICRC) has received 182,000 applications to search for missing persons missing from both sides.
