Details: The Trump administration has reportedly drawn up a plan that demands painful concessions from Ukraine, but instead offers an unprecedented promise of security guarantees.

The key element of the proposal is the satisfaction of the main goal of President Volodymyr Zelenskyi in the negotiations – obtaining reliable guarantees from the USA and Europe.
This is the first time that Donald Trump has expressed his willingness to bring this issue up for discussion. A senior White House official noted that the administration views the proposed guarantee as a significant victory for the Ukrainian leader in the context of long-term security.
The draft agreement provides that any future significant, deliberate and prolonged armed invasion of the Russian Federation into the territory of Ukraine across the agreed demarcation line will be considered an attack threatening the peace and security of the transatlantic community. In such a case, the US and its allies undertake to respond appropriately, in particular with the use of military force.
The President of the United States, after immediate consultation with Ukraine, NATO, and European partners, will determine measures to restore security, which may include intelligence and logistical assistance, economic and diplomatic action, and the direct use of military force.
The document contains provisions that NATO members, including France, Great Britain, Germany, Poland and Finland, recognize the security of Ukraine as an integral part of European stability and undertake to act together with the US to ensure a unified deterrence strategy.
Security guarantees will be valid for the first 10 years with the possibility of extension by mutual agreement. Compliance with the conditions will be monitored by the Joint Monitoring Commission under the leadership of European partners with the participation of the United States. The agreement provides for the signatures of representatives of Ukraine, the Russian Federation, the USA, the EU and NATO.
According to a White House official, Russia has been informed about the project, but it is currently unknown whether Russian ruler Vladimir Putin will sign it.
At the same time, the plan contains strict requirements for the Ukrainian side. Zelensky must accept the loss of even more territory than that currently controlled by Russia. In particular, the Russian Federation will gain control over the entire territory of Donbas, and the front lines in the Kherson and Zaporizhia regions will be mostly frozen. It is also envisaged to create a demilitarized zone between the territories in the east of the country. The document calls for accepting Russia back into the circle of civilized countries, which includes the lifting of sanctions and amnesty for war crimes.
Axios notes that items related to military potential are considered separately. NATO troops will not be stationed on the territory of Ukraine, and the number of the Armed Forces of Ukraine must be limited to 600,000 people.
American officials note that this plan may cause a negative reaction from Trump’s allies in the MAGA movement, since it effectively commits the American armed forces to defend Ukraine in the event of a new war. Representatives of the White House emphasized that the proposal still needs to be discussed with European partners and may undergo changes.

Its development was led by Trump envoy Steve Witkoff with the participation of Secretary of State Marco Rubio and Trump’s son-in-law Jared Kushner. In the process of preparation, Witkoff held consultations with the Russian representative Kirill Dmitriev.
- After that, there were discussions with the Secretary of the NSDC of Ukraine, Rustem Umyerov.
