At the Munich Security Conference, he shared a vision of how the process of reaching peace in Ukraine could take place and noted that the first stage should be negotiations and ceasefires. Stubb said that these would be preliminary negotiations, in which Ukraine needs to be re -armed and pressed as possible on the Russian Federation, including sanctions and freezing of assets.
“Ukrainians have to take the main role, and Europeans will support them,” the Finnish President said. He added that the US should also support Ukraine in achieving its goals.
But the duration of this stage remains unknown.
The second stage provides for a ceasefire agreement, border demarcation and international monitoring. During this period, prisoners should be exchanged, the return of Russian children stolen by Russia.
“If Russia is attacking Ukraine again, Ukraine will automatically become a member of NATO,” Stubb said, indicating that this step should be foreseen.
In the third stage, the independence, sovereignty and territorial integrity of Ukraine should be ensured. Stubb gave an example of World War II, when Finland preserved sovereignty, but lost part of the territory and the freedom of choice of foreign policy unions.
“There are two red lines that cannot be discussed – Ukraine’s membership in the European Union and NATO,” he said.
Stubb believes that the ultimate goal is the full recognition of Ukraine as a sovereign European state with guaranteed security and NATO membership.
Negotiations on UkraineGerman Chancellor Olaf Scholtz insists in Europe’s participation in the negotiations on war in Ukraine. He noted that European countries are spending more on Ukraine more than the United States. During a speech at the Munich Conference on Security, Scholtz stressed that there should be nothing about Ukraine without Ukraine.
