The activity of these officials has led to a decrease in the combat capacity of the Armed Forces and a significant weakening of the state’s defense capability.
Against the three former Ministers of Defense of Ukraine, the DBR gathered evidence of unlawful actions / photo Mil.gov.uaThe DBR employees gathered the evidence of the illegal actions of the three ministers of Ukraine’s defense of Viktor Yanukovych’s presidency, which led to a decrease in the combat readiness and combat capability of the Armed Forces of Ukraine, as well as to a significant weakening of the state’s defense capability.
As reported at the State Bureau of Investigation, from March 2010 to February 2014, neglecting the requirements of the Constitution and laws of Ukraine, as well as being aware of systemic threats from the Russian Federation, these officials instead of fulfilling tasks to strengthen the country’s defense potential, took measures to alienate military equipment. Thus, they contributed to the weakening of the state’s defense capability and in fact assisted the foreign state in conducting subversive activities against Ukraine.
The DBR informs that at the orders of these officials was unreasonably sold combat weapons and military equipment, in particular:
• hundreds of tanks, armored vehicles and artillery systems;
• dozens of units of anti-aircraft missile complexes;
• hundreds of caterpillars and wheel equipment;
• dozens of combat aircraft and helicopters;
• thousands of rockets;
• a million units of small arms and ammunition of various calibers.
“All this weapons and equipment were essential for the Armed Forces of Ukraine at the beginning of the Armed Forces of the Russian Federation in 2014 and remain critical today,” the DBR stressed.
It is noted that the complex of procedural actions and judicial military examinations confirmed the unjustifiedness of the administrative decisions made by each of the former defense ministers, and also established a direct causal relationship between their actions and negative consequences for the home readiness and defense.
Three former Ministers of Defense of Ukraine Viktor Yanukovych’s time was reported suspected of state treason (Part 1 of Article 111 of the Criminal Code of Ukraine).
The DBR added that in the event of the absence of suspects on the challenges, the issue of choosing precautionary measures in the form of detention and making them wanted would be resolved.

According to him, during these years 832 tanks, 232 helicopters, 202 aircraft, 714 BMP and APC, 4930 cars, 28 555 units of rocket -artillery weapons, 1 million 824 thousand units of small arms and ammunition – by UAH 560 million.
Lutsenko emphasized that theft and sale of military property by the former heads of the power bloc became one of the factors that led to numerous human casualties in the Donbass during the fighting at the beginning of the invasion of the Russian Federation in 2014.
