Michael Carpenter, director of European affairs at the US National Security Council, said that the White House has not yet been briefed on the plan for the victory of Ukrainian President Volodymyr Zelenskyi.
The United States is in constant communication with Ukrainian partners, but in this particular case, “I understand that Zelensky wanted to come here and inform about this plan of Biden personally,” Carpenter said in an interview with the Ukrainian service of Voice of America.
“So no, we’re not privy to the plan, but the presidents will have an opportunity to have that conversation soon and agree on their strategic goals for the remainder of this administration, which will be very important,” added the National Security Council official.
He declined to say whether the White House would support the “victory plan,” but emphasized that Biden would “absolutely determined to support Ukraine and put it in the strongest position at the end of his term in office.”
“And he has instructed all of us who work for him to move heaven and earth to make sure that we provide all, especially military assistance, but also energy security assistance, assistance that was part of the supplemental funding bill that was approved in April — to highlight all this as soon as possible,” Carpenter also stated.
On September 17, US Permanent Representative to the UN Linda Thomas-Greenfield stated that the US has read the plan to end the war presented by President Volodymyr Zelensky, and Washington believes that it contains a strategy that can be effective.
On the same day, US State Department spokesman Matthew Miller said that US Secretary of State Anthony Blinken had familiarized himself with the elements of the Ukrainian victory plan during his visit to Kyiv last week.
He noted that Blinken shares the assessment of US Ambassador to the UN Linda Thomas-Greenfield, but declined to say more about it at this time.
