He emphasized that the document was developed in a “secrecy regime”, it is a document of a military-technical nature.
“This plan was developed under the auspices of the president, and it is essentially the president’s plan. That is, it is quite normal that his office participates in the development of this plan. That’s how it should be… The point is that this is not a draft law. That is, it is some specific plan of a military-technical nature. As far as I understand, if we were talking about a draft law, then the legislative body of power should really be involved here. And this is not a law, and here it is absolutely correct that it takes place in a regime of secrecy, closure, because there may be provisions that are of a secret nature,” Oleksandr Merezhko explained.
When asked whether the country’s military leadership was involved in the development of the “victory plan”, Merezhko did not answer directly, but noted: “It would be logical if the military, who know what our military needs are, also took part in it.” .
Earlier, the BBC reported that the “Victory Plan” was developed without the participation of the government and experts. About a dozen people were involved in its development.
