The Verkhovna Rada of Ukraine adopted the law on the state budget for 2026 in the second reading and as a whole.
The document was supported by 257 people’s deputies.
The budget is prepared according to a war scenario, with a forecast that the conflict will last throughout 2026, and provides for an increase in social standards and support for key sectors of the economy.
The main indicators of the 2026 budget

Revenues: 2 trillion 918 billion UAH

Expenditures: 4 trillion 781 billion UAH

Deficit: UAH 1.9 trillion (18.5% of GDP)

Additional reserve fund: + UAH 19 billion
Up to the second reading, a gradual increase is foreseen:

salaries of teachers and scientific and pedagogical workers

purchase of passenger cars
-
implementation of housing policy
-
compensation for business property losses due to military risks (1 billion UAH)
Additionally:

UAH 1 billion for safe conditions in kindergartens

UAH 500 million for the restoration of universities

UAH 500 million for the reconstruction of the Kharkiv Regional Children’s Hospital

UAH 500 million for housing for IDPs
The main areas of expenditure
1. Security and defense

Total volume: 2 trillion 806 billion UAH (27.2% of GDP)

Salaries of the military: UAH 1.273 trillion

Armament and equipment: UAH 709 billion
2. Education

50% salary increase for educators has been preserved; an additional +4.8 billion UAH

Phased salary increase to UAH 30,000 from January 1 and September 1, 2026

Nutrition reform: UAH 14 billion

Textbooks: over UAH 2 billion

Development projects of the Ministry of Education: UAH 17 billion
3. Social support

Increase of one-time assistance at the birth of a child: from 10 to 50 thousand hryvnias

Childcare allowance: up to UAH 7,000

Pensions and additional payments: more than UAH 250 billion

4. Veteran policy

Support for farmers and humanitarian demining
The rapid adoption of the budget was necessary for the approval of the new IMF lending program for 2026-2029, which is aimed at supporting Ukraine’s macro-financial stability.
Minister of Finance Serhiy Marchenko noted that Ukraine needs to attract more than 45 billion US dollars from international partners in 2026.
