Before the full-scale invasion of Russia, the US believed that Ukraine would lose. In the West, they also assumed that the Russians could eliminate Volodymyr Zelenskyi, so they called on the Ukrainian president to record a video testament.
This was stated by the former Minister of Foreign Affairs Dmytro Kuleba in the project USA-UA: Secret files of the White House.
According to him, at the security conference in Munich, US Vice President Kamala Harris recommended to Zelensky to consider the possibility of forming a government in exile and think about military steps to prepare Ukraine for guerrilla warfare.
The former minister also recalled that he was advised not to return to Kyiv in February 2022.
“One person sent me a message, a great friend of Ukraine, and when I said that I was coming back, he said: “I need Zelensky to record a video testament – just in case, let him lie,” Kuleba said.
According to the diplomat, before the full-scale invasion, the US president was told at briefings that Ukraine would hold out for a maximum of seven days.

On September 5, the Verkhovna Rada appointed Andrii Sybiga as the Minister of Foreign Affairs of Ukraine.
Sybiga’s predecessor, Dmytro Kuleba, was dismissed earlier that day. Sybiga’s candidacy was officially nominated by the President of Ukraine, Volodymyr Zelenskyi.
