From the initial draft of the peace agreement, which consisted of 28 points, a controversial provision regarding payments to Washington for security guarantees was removed. The Ukrainian side raised this issue due to the lack of understanding of the mechanism and essence of such compensations, after which the subsection was deleted. Work is currently underway on a 20-point “core document” with a key focus on robust safety fuses.
Zelenskyi said this during a conversation with journalists, UNIAN writes.
The updated security architecture under this plan provides for the provision of guarantees to Ukraine from the USA, NATO and European states, which in their logic will mirror Article 5 of the North Atlantic Treaty. The activation mechanism of these guarantees is based on clear conditions:
-
The security guarantees take effect immediately if Russia opens fire on Ukraine or invades again. In this case, in addition to a direct military response, all global sanctions against the Russian Federation are automatically restored.
-
The document contains a fuse: the guarantees are canceled if Ukraine is the first to invade Russia’s territory or open fire on its territory without provocation.
-
The agreement does not limit Kyiv’s right to conclude additional bilateral security agreements with the countries of the “Coalition of the Willing”, which includes about 30 states, including Canada, Japan and European countries.
Zelenskyy emphasized that this format allows Ukraine to retain the support of a wide range of allies and at the same time receive legally binding assurances from key world players. Separately, the president noted that as of today, Ukraine has already managed to exclude the most unacceptable demands of Russia, which were present in the first edition of the American plan, and continues to insist on the realism of each point in order to achieve a just peace.
The president’s statement was made after the return of the Ukrainian delegation (Rustem Umyerov and Andriy Hnatov) from the United States, where the draft peace agreement was discussed with representatives of the Donald Trump administration. The document contains about 20 key points, including security guarantees and economic partnership. Zelenskyy confirmed that Ukraine “feels America’s desire to reach a final agreement”, but insisted that it should be realistic and fair.
Volodymyr Zelenskyy declared Ukraine’s readiness to hold presidential elections immediately after the signing of an agreement on a ceasefire or the end of the war, and a referendum to approve this agreement.
