Garantex has become one of the key areas for laundering funds from warriors and other schemes. US officials say that the exchange served hundreds of thousands of customers, including participants of the Conti, Black Basta, Lockbit and Ryuk groups.
For the first time, the Foreign Asset Control Department (OAC) imposed sanctions against Garantex in April 2022. Despite the loss of the Estonian license due to violations of the rules of combating funds, the company continued to service sub -clients and developed schemes for concealment of activities.
On March 6, in cooperation with the law enforcement officers of Germany and Finland, the US Secret Service seized the stock exchange domain and froze more than $ 26 million in cryptocurrency. The next day, US prosecutors charged two Garantex executives, one of whom was arrested in India. In response, the company transferred client assets to a new GRINEX platform to continue working despite the pressure of regulators.
GRINEX, created by Garantex staff, quickly began to process billions of cryptocurrency. According to the United States, the Exchange was founded specifically to bypass sanctions and law enforcement. She also cooperated with companies with the Russian Federation and Kyrgyzstan on the release of a token, tied to a ruble, which allowed customers to restore access to funds. Among the partners was the A7 LLC related to the Promsvyazbank Sub -Bank and the Moldovan oligarch Ilan Shop.
The US Ministry of Finance emphasized that new restrictions are directed not only against the exchanges themselves, but also against the whole network of companies and persons who help the Russian Federation to circumvent sanctions.
Recall that in July the US Court granted a joint request to close the case between Coin Center and the US Ministry of Finance on sanctions against the cryptomic Tornado Cash.
