“The Verkhovna Rada Committee on Legal Policy was adopted by the Parliament to adopt a bill 13339. The business community welcomes such a decision and expresses gratitude to the Committee members for working on this draft law.
Bill 13339 provides for the right of lobbyists to submit a lobbying request to the authorities and receive a response. The bill was introduced by the People’s Deputy from the “servant of the people” Pavel Pavlish.
It is envisaged that in response to the lobbying request, the lobbyist has the right to receive the official information of the lobbying object provided for in paragraph 1 of part one of Article 9 of the Law “On Access to Public Information”, if it is created by the object of lobbying in the process of law -making and concerns the subject of lobbying.
The lobbying object, which is sent by the lobbying request, is obliged to provide the subject of the lobbying no later than 5 working days from the date of receipt of the request. If the lobbying request requires information among a large amount of data or information or information, or applies to an official explanation or presentation of the lobbying object on the area and/or the lobbying subject, the period of consideration of the lobbying request may be extended up to 20 working days with justification of the reasons for such continuation.
The refusal to respond to a lobbying request, the illegal refusal to accept and consider the lobbying request entail the responsibility established by law.
In addition, lobbyists will be entitled to enter the administrative buildings of public authorities, other state and local self -government bodies during the lobbying.

Another bill 13340-1, which asks to take ACC by September 1, concerns the postponement of responsibility for lobbyists. This bill was made by MPs Sergey Ionushas, Maxim Pavlyuk and others.
Thus, on March 14, 2024, the Law on Lobbying 3606-IX came into force. It must be put into operation no later than September 1, 2025.
On March 21, 2024, the Verkhovna Rada adopted a law on amendments to the Code of Administrative Offenses for establishing liability for violation of lobbying legislation. It enters into force no later than September 1, 2025.
However, as deputies say, “the introduction of administrative responsibility for the offense in the field of lobbying at the same time as the introduction of the Law” On Lobbying “is premature at the current stage and requires the introduction of the transition period in view of the novelty of legal regulation, lack of practice.
Therefore, the authors suggest that the law on establishing liability for violation of the legislation in the field of lobbying came into force not in September 2025, but 12 months from the date of entry into force of the Law on Lobbying, that is, in September 2026. The US Chamber of Commerce also asks to pass this law by September 1.
