- US Secretary of Defense Pete Hegseth reported the beginning large-scale military operation “Southern Spear”, which, according to the official statements of the American administration, is aimed at combating drug trafficking. However, the unprecedented deployment of military forces, including an aircraft carrier strike group, and previous discussions in the White House of options for ground operations in Venezuela, may indicate a possible military intervention.

- In early October, The New York Times reportedthat US President Donald Trump has abandoned attempts to reach a diplomatic agreement with Venezuela. According to the publication, such a decision opened the way to a possible military escalation.
- Rubio has repeatedly called Maduro an “illegitimate” leader and referred to the accusations brought by the United States of his involvement in drug trafficking. Trump in August secretly signed the directivewhich allows for direct military operations against a number of Latin American drug cartels classified by his administration as foreign terrorist organizations.
- In this context, the US State Department added the Cartel de los Soles to the list of such groups. The American side claims that the cartel is controlled by Maduro and high-ranking officials of his regime.
- On August 7, the Ministry of Justice and the State Department doubled to 50 million dollars reward for information leading to Maduro’s arrest. This is twice as much as when the USA appointed Osama bin Laden as the head of Al-Qaeda.
- Attorney General Pam Bondi called Maduro “the head of the cartel” and said he “will not escape justice and will be held accountable for his heinous crimes.”
