The resolution also authorizes an international stabilization force that will ensure the demilitarization of Gaza, including decommissioning weapons and destroying military infrastructure.
In its statement, Hamas reiterated that it would not disarm: “The resolution imposes an international guardianship mechanism over the Gaza Strip, which our people and its factions reject.”
Mike Waltz, the U.S. ambassador to the U.N., said the resolution, which includes Trump’s 20-point plan as an annex, “sets out a possible path to Palestinian self-determination … where rockets give way to olive branches and there is a chance to negotiate a political horizon.”
Russia, which has veto power, abstained, allowing the resolution to pass. China also abstained.
The Palestinian Authority issued a statement welcoming the resolution and declaring its readiness to participate in its implementation.
The resolution has sparked controversy in Israel because it mentions the future possibility of a Palestinian state.
The text of the resolution states that “the conditions for a reliable path to Palestinian self-determination and statehood may finally be created” when the Palestinian Authority implements a program of reforms and advances in the reconstruction of Gaza.
Prime Minister Benjamin Netanyahu, under pressure from right-wing members of his government, said on Sunday that Israel remained opposed to the creation of a Palestinian state and vowed to demilitarize Gaza “the easy way or the hard way”.
