From the beginning of 2023 to the first half of 2025, the tax debt to the consolidated budget of Ukraine increased by over UAH 27 billion.

At the same time, more than UAH 22.6 billion was written off from the tax debt during this period, which is significant losses for the budget.
The Accounting Chamber launched an audit on “Tax Debt: Improvement of Administration”, which will reach 2023-2024 and the first half of 2025. The control objects include the central office of the State Tax Service of Ukraine and nine its territorial units.
The results of the audit will be expected to objectively evaluate the state of administration of tax debt and develop recommendations to improve the situation.
The report states that the issue of improving the administration of tax debt is also enshrined in the National Income Strategy by 2030.
The strategy determines the reasons for the growth of tax debt in the conditions of martial law, in particular the lack of automation of processes, the low efficiency of compulsory debiting of debt, an outdated document management system and the lack of segmentation of debtors.
The previous audit of the tax debt was held in 2017 and covered the 2014–2016 period, adds the Accounting Chamber.
As of June 30, 2025, the state and state debt guaranteed by the state reached $ 184.84 billion.
