The Grand Chamber of the Supreme Court of Ukraine refused to abolish sanctions against Cyprus Eurotrubplast Holding Ltd. President Vladimir Zelensky’s decree, which imposed restrictions on the company through relations with Russian business, remained valid.

The resolution of the Supreme Court of Ukraine was approved on September 4, 2025, and the court confirmed the conclusion of the Cassation Administrative Court that sanctions are legal and necessary for the protection of national security.
Eurotrubplast Holding Ltd is registered in Nicosia in Cyprus and is part of the Eurotruubplast group, which owns enterprises in Ukraine – Kalush Pipe Plant, Rubizhan Pipe Plant and Eurotruubplast Trade House. The company claimed that sanctions are a “unfortunate mistake” because its beneficiaries are citizens of Ukraine who support the Armed Forces and condemn Russian aggression.
In its decision, the court referred to the SBU materials that testify to the company with the Russian group “Polylast”. By 2022, the Eurotrubplast shares belonged to Russian businessmen, and 95% of the Ukrainian shares were recognized as nominal after the war. The real control, according to the court, remained with former owners.
According to the SBU, the polylast collaborate with the Rostek concern, supplied materials for the defense industry of the Russian Federation and participated in the projects in the occupied territories, in particular in the Crimea.
The Court stressed that the materials of the Security Service of Ukraine, labeled for official use, confirm the facts of supply of materials for the production of weapons to the Russian Defense Ministry and other actions that threaten the national security of Ukraine.
Eurotrubplast Holding Ltd sanctions have been introduced for five years and envisage blocking assets, banning trade operations, capital withdrawal, licensing revocation and other measures.
The court stressed that sanctions are preventive in nature, it is not a punishment, but a means of protection against potential threats, as provided for by the Law of Ukraine “On Sanctions” of 2014.
Instead, the defendant noted that sanctions should be aimed at localizing and eliminating threats, not deprivation of property rights.
