Adrian Prokip, an expert in the “Energy” program of the analytical center Ukrainian Institute for the Future, writes about this on Facebook.

“For two years, the Ukrainian energy system has been under targeted strikes by Russian missiles and drones. Despite dozens of massive and hundreds of small-scale shelling, we are still without electricity. And the problem can come from where you didn’t expect it – it’s debts,” said Prokip.

According to him, the energy market can be paralyzed due to accumulated debts and a wave of claims between companies with demands for debt payment and seizure of accounts by the executive service.

“The regulator, government and parliament must take urgent measures to prevent debt paralysis of the market,” he said.

According to the expert, some of the energy companies suffering due to debts are natural monopolies.

“These companies simply do not have the funds to make such a payment. And the reason for the problem, in particular, is that the NCRECP approved a lower tariff for these companies, in particular Ukrenergo,” Prokip explained.

He emphasized that the problem will not go away without a change in approaches to financing Ukrenergo.

As previously reported, the indebtedness of NEC “Ukrenergo” for compensation of electricity production from alternative sources to the state-owned enterprise “Guaranteed Buyer” exceeded 30 billion hryvnias.

Experts and investors call on the state to prevent the further accumulation of debts of “Ukrenergo” for the service of increasing electricity production from RES.
