The Prosecutor General’s Office announces the beginning of a pre-trial investigation into the criminal proceedings opened due to another shooting of Ukrainian prisoners of war by the Russian military.

The OGP stressed that the execution of prisoners of war is a serious violation of the Geneva Convention on the Treatment of Prisoners of War and is classified as a serious international crime.

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, previously appealed to international organizations – the United Nations and the International Committee of the Red Cross – due to another case of shooting of captured servicemen of the Armed Forces by the Russian military.

In December, Lubinets reported that 177 Ukrainian prisoners of war were executed during the full-scale invasion of the Russian Federation.

Reports of murders, torture and ill-treatment of Ukrainian prisoners of war are regularly reported.

As Yurii Belousov, a representative of the OGP, noted in October last year, 80% of the executions of Ukrainian prisoners of war were recorded in 2024, but the trend began to appear in November 2023, when “there were changes in the attitude of Russian servicemen towards our prisoners of war for the worse.”

The American Institute for the Study of War (ISW) said it was observing an increase in the number of executions by the Russian military of Ukrainian prisoners of war, and stressed that Russian commanders likely “connived, encouraged or directly ordered” the executions.
