According to the materials of the criminal proceedings, the Russian official systematically uses his administrative resource to facilitate the military aggression of the Russian Federation against Ukraine.
The investigation established that since the beginning of the full-scale invasion, Sobyanin “mobilized” almost 90,000 Moscow residents to the front. Of them, more than 70,000 people were recruited through Moscow “selection points for military service under contract”.
In addition, the mayor of Moscow headed a specialized group within the Coordination Council under the Government of the Russian Federation, which is engaged in organizing mobilization work and supporting armed formations of the occupying army.
In this capacity, Sobyanin helps the Ministry of Defense of the Russian Federation deploy new places for the mobilized and launch additional enterprises of the military-industrial complex of Russia.
According to the SBU, the official regularly engages the equipment and employees of the utility companies controlled by him — “Mosvodokanal”, “Mosgaz” and “Moskollektor”. They participate in the construction of military facilities of the Russian Federation in the temporarily occupied territories of Ukraine.
It is, in particular, about the arrangement of fortifications and fortified areas in the Donetsk and Luhansk regions.
Investigators of the Security Service of Ukraine informed Serhii Sobyanin in absentia about the suspicion under part 5 of Art. 27, Part 1 of Art. 28, Part 2 of Art. 437 of the Criminal Code of Ukraine — assistance in waging an aggressive war committed by a group of persons .
Since the suspect is on the territory of the Russian Federation, the SBU is conducting a set of measures to bring him to justice for war crimes against Ukraine.
