Details: The Security Service gave its explanation in response to hromadske’s investigation “Russian passport, real estate worth $1.3 million and “helic”: secrets of the SBU general’s family.”

The publication wrote that the general’s wife, Oksana Dorovska, has citizenship of the aggressor country and during the full-scale invasion built business ties in Cyprus with sanctioned lawyers who are closely connected to pro-Russian oligarchs such as Viktor Medvedchuk and Vadym Novinsky.
It was also reported that during 2018-2019, Oksana Dorovsky purchased elite real estate with a market value of approximately $1.3 million, and the father of SBU General Oleksandr Dorovsky during the Great War became the owner of one of the largest pharmaceutical groups of companies in Ukraine – “Zdorovya”, which at that time was under investigation due to possible connections with Russian oligarch Oleksandr Shishkin.
Literally regarding the Russian passport of Dorovsky’s wife: “The wife of SBU official Viktor Dorovsky was born in Kharkiv. As a child, she moved to the Russian Federation with her parents, where she attended high school. Upon reaching the age of 14, she received a Russian passport (1998). At the age of 16 (2001), she returned to Ukraine for permanent residence and entered the National Pharmaceutical University in Kharkiv. In 2005 (10 years before the occupation of Crimea and the Russian invasion of Donbas) the woman received a foreign passport of this country.
Dorovsky’s wife appealed to the relevant authorities of the Russian Federation with a statement about renunciation of Russian citizenship and annulment of the passport. However, the authorities of the aggressor state left the appeal without consideration. Despite this, the wife of the SBU official continues to use all available legal mechanisms to renounce the citizenship of the occupying country.”
Literally regarding real estate belonging to the wife of a SBU official: “The house owned by Dorovsky’s wife was not bought ready-made, but was built over a long period of time and put into operation in 2019. Also, in November 2018, Viktor Dorovsky’s wife acquired property rights to a non-residential premises, which she later sold.
A significant part of the funds for the construction and purchase of real estate was provided to the SBU official by his father, Oleksandr Dorovsky. Since 2002, even before his son started working in the special service, he was the general director of one of the leading pharmaceutical companies of Ukraine – LLC “Pharmaceutical Company “Zdorovya”. All this time, Dorovsky’s father has high official incomes and pays the appropriate taxes. The fact of the transfer of funds, as well as the presence of property, is reflected in the declarations of the Service official for 2016.”
Literally regarding the business activities of the SBU official’s wife: “Viktor Dorovsky’s wife has been in business for over 15 years. With the beginning of the full-scale invasion, she and her children left Ukraine for the Republic of Cyprus, where she continued to do business. For this purpose, she purchased the already registered legal entity CHANELO LIMITED.
At that time, PMS MERCURY CORPORATE SERVICES LTD was listed as the company secretary (this is a mandatory position for companies in Cyprus). However, this firm did not perform any administrative and economic functions for the company of Viktor Dorovsky’s wife. CHANELO LIMITED later changed its company secretary and currently has no relationship with PMS MERCURY CORPORATE SERVICES LTD. The SBU official’s wife had no contact with family members of Cypriot lawyer Andreas Sophokleous or with him. We will remind that the sanctions against this Cypriot citizen were initiated by the Security Service of Ukraine.
Literally regarding the criminal proceedings regarding the companies owned by the general’s father: “The pre-trial investigation in the criminal proceedings mentioned in the story was started by the Main Investigative Department of the National Police of Ukraine on April 9, 2022. It is being conducted in relation to many business entities.
Among them: LLC “Pharmaceutical company “Zdorovya”, LLC “Experimental plant “GNCLS” and LLC “Pharmaceutical group “Zdorovya”, which passed the appropriate inspection.
According to the available information, during the investigation, it was established that the specified companies have no ties with the aggressor state, and no offenses stipulated by the Criminal Code were detected in their activities.
In addition, by resolutions dated March 14 and April 6, 2023, the Pechersk District Court of Kyiv canceled the seizure of real estate and corporate rights belonging to Zdorovya Pharmaceutical Company LLC, GNCLS Research Plant LLC, and Zdorovya Pharmaceutical Group LLC. Since it was found that it was imposed without justification.
Thus, all three mentioned companies were excluded from the criminal proceedings, they are not involved in the criminal case and, as of now, no pre-trial investigation is being conducted against them. No official of these firms was informed of the suspicion.
On August 22, 2025, the Prosecutor General’s Office decided to transfer the mentioned criminal proceedings to the GSU of the SBU. However, the materials of the proceedings have not yet been sent to the pre-trial investigation body.
Separately, we note that the Kyiv District Court of the city of Kharkiv and the Economic Court of the Kharkiv Region in 2016 and 2017, respectively, found the information about the connections of LLC “Pharmaceutical Company “Zdorovya” with the Russian sanctioned person O. Shishkin to be unreliable.”
Details: The SBU also stated that they documented how the FSB of the Russian Federation tried to stage a provocation against Viktor Dorovsky, the head of the SBU in the Odesa region.
Literally: “Russian special services tried to stage a provocation against the head of the Odesa Department of the Security Service of Ukraine, Viktor Dorovsky, and blackmailed the wife of an SBU official with invented compromising material. In particular, they threatened to spread information allegedly collected on him by the Russian FSB. To do this, a representative of the enemy special service contacted Dorovsky’s wife, informed her of the FSB’s plans to discredit the SBU official, and as a result – offered to prevent this information attack for a bribe.
The Security Service of Ukraine recorded all the threats of the Rashists, as Viktor Dorovskyi personally transmitted the relevant information to the internal security units of the SBU.
So, on March 27, 2025, an unknown person at that time informed Dorovsky’s wife via messenger about the preparation of an information attack in the FSB aimed at discrediting the SBU official. In particular, it was about the distribution of “compromising materials” through Telegram channels and mass media. It is also important to emphasize that the information provided by the specified person did not correspond to reality.
It was later established that the person who called the SBU official’s wife was a representative of the FSB. In the course of the conversation, she emphasized that the most important thing for the enemy special service is to get the SBU general dismissed from his post. This is considered a very high result in the FSB.
At the same time, a representative of the enemy special service stated that she allegedly had the opportunity to stop the implementation of this campaign. To do this, she can submit a “correct” report about the SBU employee to her management, as a result of which the IPSO can be canceled. For these actions, she demanded 250 thousand US dollars, which she insisted on transferring to her crypto wallet.
According to the available data, the Russian special service is trying to “darkly” use the Ukrainian mass media to conduct its IPSO, so we call on the media to carefully check the information and its sources before publication, so as not to spread Russian narratives.”
Details: The press service of the SBU separately emphasized that “an official of the Service timely informed the above-mentioned facts to the internal security units of the SBU in accordance with the procedure established by law.”
