Among the participants, the most frequently mentioned were employees of territorial procurement centers (TCC), medical and social expert commissions (MSEK), doctors and law enforcement officers.

The amount of documented bribes in these cases exceeded UAH 11.4 million, and the property of the suspects worth almost UAH 11 million was seized.

They added that in order to organize the men’s departure, the perpetrators forged medical diagnoses, presented them as volunteers or humanitarian cargo drivers, removed them from the military register due to fictitious criminal cases, or ensured illegal border crossing outside checkpoints.

Some schemes involved marriages of convenience with persons with disabilities.
