The Russian Federation did not accept the US proposal to transfer the Zaporizhia Nuclear Power Plant (NPP) under full control to Washington, which would have given the US the opportunity to distribute energy between Ukraine and Russia.

The issue arose as part of a peace agreement between the countries, but the Kremlin insists on its control of the station and offers Ukraine cheap electricity, which has provoked a negative reaction from Kyiv.
The topic of control over the Zaporizhzhia NPP continues to be a key issue in peace negotiations between Russia and Ukraine. The occupation of the station has been ongoing since March 4, 2022, and this has raised concerns about nuclear safety not only in Ukraine, but also among the international community.
Control over the nuclear power plant and the issue of territories are considered the most difficult in matters of peaceful settlement of the conflict. The Ukrainian side has a clear position that only it has the right to operate the station.
The day before at NAEK “Energoatom” reported that the joint use of the temporarily occupied Zaporizhzhya NPP with the Russian side is technically impossible.
During the tripartite negotiations between Ukraine, the USA and Russia, held on January 23-24, 2026 in Abu Dhabi, Moscow put forward a proposal on the distribution of ZNPP generation.
Russian invaders keep trying to legalize the occupation of the Zaporizhzhia nuclear power plant, creating conditions for the restoration of electricity production and further connection of the ZANP to the Russian power system.
