The Government of Ukraine has approved a resolution that enables the commissions to carry out remote reviews of destroyed homes in the regions potential hostilities. Prior to that, the remote assessment system operated only in active combat zones. It is now spreading in a territory where there is a risk of escalation of hostilities. In particular, this applies to 175 communities in Dnipropetrovsk, Donetsk, Zaporizhia, Mykolaiv, Odessa, Sumy, Kharkiv, Kherson and Chernihiv regions. The Ministry of Community and Territories Development on August 27 was published.
The list of zones that are classified as potential or active fighting, as well as temporarily occupied lands, forms the Ministry of Development on the basis of submission of regional military administrations and coordination with the Ministry of Defense. The corresponding list is fixed in the Development Order under No. 376.
The use of remote inspections in the areas of possible hostilities will facilitate the receipt of compensation to residents whose homes are destroyed through Russian aggression, but earlier the damage assessment has been complicated due to safety threats. The initiative of expanding the mechanism of remote surveys came from frontier communities.
The organization of such inspections is engaged in commission under local authorities or military administrations. They can use to evaluate:
- satellite images;
- data collected from unmanned aerial vehicles;
- Photos and videos made by housing owners on mobile devices.
On the basis of the received materials, the commission prepares the remote survey and adds to the register of damaged or destroyed property. This act is the basis for the design of a housing certificate that allows you to buy new housing. The zones of potential hostilities include territories adjacent to the front line or temporarily occupied by the Russian Federation, as well as those bordering the aggressor state.
Earlier it was reported that on August 13, the Government launched a comprehensive plan for supporting the frontline regions. The first stage of the program covers 238 communities in 10 oblasts with a population of 6.6 million people in active or potential hostilities. The program is focused on financing the preparation for the winter, providing available housing, stimulating the local economy, development of security and medicine. Such steps are aimed at encouraging residents to return to the dangerous territories. On August 15, the Ministry of Development detailed the procedure of formation of the list of zones, where the fighting continued or continued or occupied. The official list of such territories was approved by the Cabinet Resolution No. 1364 of December 6, 2022.
