The National Agency for Reconstruction and Development of Infrastructure explained why the construction of fortifications of the third level of protection for Ukrenergo substations designed for direct missile hits was suspended.
In an interview with Delo.ua, the head of the department, Serhiy Sukhomlyn, noted that after the start of the works, the final estimates turned out to be several times higher than the previous estimates.
He emphasized that even foreign partners were skeptical of such facilities precisely because of their cost and long implementation period, and not because of doubts about their effectiveness.
According to him, these structures currently do not actually provide the expected level of protection of substations against missile strikes.
Over three years, about 17 billion hryvnias were allocated to the construction of third-level complexes, but the readiness of most objects varies only within 10–50%. Sukhomlin emphasized that in the current conditions, it is impractical to continue such expensive and long-term projects.
Work on these objects has been completely stopped, and it is planned to return to their completion after the end of the war.
Before resuming implementation, officials want to analyze in detail how exactly these structures can be used, in particular, not only for the protection of substations, but also for other critical infrastructure needs.
At the same time, the agency continues to build simpler and more efficient protection systems for key energy facilities.
It is about shelter from kamikaze drones and missiles for 22 Ukrenergo substations, which make up about a third of the most important nodes of the country’s energy system.
At each substation, several defense elements can be erected, including capsules for transformers and additional protective structures against debris and shock waves.
