In the voted resolution with registration number 14217, it is said that he was dismissed in accordance with paragraph 12 of the first part of Article 85 of the Constitution of Ukraine, i.e. the decision on the resignation of members of the Cabinet of Ministers of Ukraine belongs to the powers of the Verkhovna Rada of Ukraine.

In its recommendations to the draft resolution, the Verkhovna Rada of Ukraine Committee on Legal Policy noted that on November 12, 2025, the Verkhovna Rada of Ukraine received a submission from the Prime Minister of Ukraine on the dismissal of Herman Galushchenko from the post of Minister of Justice. At the same time, the reasons for dismissal are not specified in the submission.

The Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk emphasized that today the Prime Minister of Ukraine Yuliya Svyridenko cannot come to the parliament to consider the resignation of Galushchenko and the Minister of Energy Svitlana Grynchuk, because she is participating in negotiations with the International Monetary Fund.

According to him, the government will be presented by Taras Kachka, Deputy Prime Minister for European Integration of Ukraine. Also, despite the decision of the parliament, Galushchenko and Grynchuk did not come to the meeting. Stefanchuk said that there is no information on where they are now.

After the vote on Galushchenko’s resignation, Stefanchuk announced that he had already signed a resolution on this issue.

On November 11, NABU and SAP made public audio recordings of conversations of participants in a large-scale embezzlement scheme at Energoatom JSC. There are probably recordings of conversations between the former Minister of Energy and now the Minister of Justice Herman Galushchenko. It is about corruption schemes.

Corruption scandal in “Energoatom”As UNIAN reported, after the publication of these records, the next day, November 12, at an extraordinary meeting of the government, a decision was made to remove Galushchenko from the post of Minister of Justice. By decision of the government, the performance of the minister’s duties was entrusted to the deputy minister of justice for European integration, Lyudmila Suhak. The Prime Minister of Ukraine, Yuliya Svyridenko, submitted a petition to the parliament regarding the dismissal of Galushchenko.

Galushchenko then declared that he was not holding on to the post of minister. At the same time, he added that suspension for the duration of the investigation is a civilized and correct scenario. He promised to defend himself “in the legal sphere and prove his position.”
