The Prosecutor General’s Office entered information into the Unified Register of Pretrial Investigations regarding the leak of private photos of the head of the Anti-Corruption Center Vitaliy Shabunin. Criminal proceedings were opened under two articles of the Criminal Code of Ukraine, related to the violation of privacy and the disclosure of operational and investigative activity data.

The institution emphasized that citizen Shabunin’s appeal was considered as soon as possible after it was submitted on December 23, which became the basis for starting an official investigation.
Events surrounding the publication of private materials began earlier, when Vitaly Shabunin publicly accused the State Bureau of Investigation and the Prosecutor General’s Office of deliberately leaking his intimate photos to Telegram channels. According to the activist, these photos were stored on a phone that was seized by law enforcement officers during searches in another case back in July 2025. Shabunin connects this incident with the revenge of the security forces for the activities of the CPC, in particular for the publication of the list of officials who tried to limit the independence of anti-corruption bodies.
In response to the accusations, the State Bureau of Investigation announced the start of an internal review of its employees, who had access to the seized equipment and materials of the pre-trial investigation. The representatives of the Bureau called the accusations of involvement in the “drain” false, but assured that in the case of confirmation of the guilt of any of the employees, strict response measures will be taken up to the point of criminal prosecution. Currently, the investigation must establish the exact chain of access to private content and the persons who directly transferred the materials to third-party resources.
The wife of the head of the public organization “Anti-corruption Center” Vitaliya Shabunina Olena reacted to the distribution of intimate photos of her husband on the network. She emphasized that with the beginning of the full-scale invasion, she was abroad with her children, while her husband remained in Ukraine, in particular performing official duties in the East. In such conditions, the couple tried to maintain closeness in all available ways.
