Representatives of the education sector sharply criticized the proposal of the parliamentary Committee on Education, Science and Innovation, which proposes to cancel open-ended employment contracts for school and college teachers.
About this it is said in the conclusion of the Verkhovna Rada Committee on Education, Science and Innovation to the draft law “On the State Budget of Ukraine for 2026”.
Teachers fear that the introduction of fixed-term contracts will have negative consequences for the education system and worsen their working conditions.
What does the proposal of the education committee of the Council mean
Members of the Education Parliamentary Committee recommend the Verkhovna Rada Budget Committee to support the norm, which provides for:
- termination of open-ended employment contracts with teaching staff of state and communal institutions of general secondary and vocational pre-higher education and simultaneous conclusion of fixed-term employment contracts with them;
- the term of fixed-term contracts with educators will be from 1 to 5 years and will be concluded without a competition;
- in case of disagreement of the pedagogical employee with the continuation of the employment relationship under the terms of the contract, he must be dismissed in accordance with the Code of Labor Laws.
Open-ended employment contracts with teaching staff of state and communal institutions of general secondary and vocational pre-higher education must be terminated before the beginning of the new academic year, that is, until August 31, 2026.
How educators will be hired
It will be necessary to hire teachers on the basis of contracts concluded for a period of 1 to 5 years (if the deputies approve these amendments to the state budget).
For the directors who held the position on the basis of the extension of the term of the contract without holding a competition, a competition must be held by April 1, 2026.
