The first took place in Lisbon on May 28, 2024, when Zelensky visited Portugal and a bilateral agreement on cooperation and security was signed. The second took place in Copenhagen on October 2 this year, when they met on the sidelines of the summit and discussed Portugal’s further support for Kyiv.
This is the first visit of Luiz Montenegro to Ukraine since he came to power.
The Portuguese Prime Minister, accompanied by Defense Minister Nuno Melo, arrived in Kyiv by night train at 8:13 am.
During the visit to the Ukrainian capital, in addition to the meeting with Volodymyr Zelenskyi, the Prime Minister of Portugal will also meet with his Ukrainian colleague Yulia Svyridenko and the Speaker of the Parliament Ruslan Stefanchuk.
“This visit is first of all an expression – and not exactly an announcement – of support, which has been ongoing since the first minute, when Russia’s unjustified and unjust aggression began, that Portugal supports Ukraine and the Ukrainian people,” said Montenegro upon his arrival in Kyiv.
He noted that this visit to Kyiv has “special significance, because we are in a country that has been attacked, is being attacked, is being invaded and is in a state of war.”
“More than any other country, it naturally needs our solidarity and our closeness, not to mention our affection; that’s exactly what we bring,” he said.
The Prime Minister of Portugal added that at the moment “Ukraine needs financial support; it makes no sense to ignore it.”
“Portugal does this on a bilateral basis; Portugal helps Ukraine within the framework of numerous programs of the most diverse nature: from a humanitarian point of view, from a social point of view, from a military point of view, from a political point of view, but Portugal also has close relations between our communities, and governments also have the duty to represent and express for the people what the whole people feels,” he confirmed.
As a reminder, Ukraine and Portugal signed a security agreement in May 2024.
Portugal also handed over six Ka-32 helicopters to Ukraine.
