They emphasize that how the Russian-Ukrainian war will end and the terms of peace will determine the security of Europe for many decades to come and it is about the existential interests of all Europeans.
“Our goal was and remains a just and lasting peace, based on international law and ensuring full respect for the territorial integrity, independence and sovereignty of Ukraine. Such peace cannot be achieved by concessions to the aggressor or by rewarding the aggressor… Nothing can be decided about Ukraine without Ukraine, and about Europe – without Europe,” they emphasize.
“Real negotiations cannot begin with Ukraine being asked to agree to Russian demands in advance. The era of empires is over, and Europe will never consider as legitimate any Russian “security interests” that go beyond its borders or involve its right to determine the security order in Europe,” the statement said.
The heads of the committees emphasize that the security guarantees for Ukraine within the framework of a potential peace agreement should be legally binding and supported by a contingent of deterrence (reassurance forces) in Ukraine and capabilities that will help prevent new aggression.
“There should be no limits on the size of the armed forces or restrictions on foreign or domestic policy for Ukraine, while no restrictions are proposed for Russia. Russia should at least withdraw its troops from the occupied territories and cooperate with international institutions to ensure accountability of those involved in atrocities,” they write.
Parliamentarians emphasize that European security and Ukraine’s sovereignty, including its right to choose its alliances, as well as the prosecution of those involved in war crimes, are red lines that cannot be compromised.
As you know, on November 21, the mass media published a list of the points of the “peace plan” of the Trump team, which was developed without the participation of Europe and provided for numerous concessions to the aggressor from Ukraine.
At the weekend, European leaders offered their corrections to it. Negotiations between the US and Ukrainian delegations regarding the draft plan took place in Geneva, after which the document was significantly changed in favor of Ukraine.
The Kremlin said it had not received any “peace plans” since the Geneva talks, and criticized adjustments to the plan proposed by European leaders.
