The number of victims among Ukrainian civilians increased by almost a third last year – UN Security Council

According to Ukrinform’s vlaskor in New York, UN Under-Secretary-General for Political Affairs Rosemary Dicarlo said this at a meeting of the Security Council.

“The increase in the number of victims among children is of particular concern,” she said. “More children were killed and injured in the first three quarters of 2024 than in 2023.”

According to the Office of the UN High Commissioner for Human Rights, DiCarlo clarified, at least 12,456 people, including 669 children, have died since the start of the full-scale war. 28,382 people were injured, including 1,833 children.

More than 580 educational and medical institutions were damaged or destroyed only in nine months of last year.

“I want to repeat that we unconditionally condemn all attacks on the civilian population and civilian infrastructure,” the Deputy General Secretary stressed.

She added that since the start of the full-scale invasion, 10 humanitarian workers have been killed in the line of duty, and 41 have been wounded.

“There are reports that North Korean servicemen have been captured in the Kursk region of the Russian Federation. “Reports of the participation of the North Korean military in hostilities on the side of the Russian forces continue to cause serious concern in connection with the further internationalization of this already dangerous conflict,” Dicarlo said.

According to the humanitarian needs and response plan for Ukraine for 2025 released on Thursday, about 12.7 million people need support, she added.

DiCarlo pointed to “the plight of many thousands of Ukrainian civilians living in the territories of Ukraine currently occupied by the Russian Federation.” According to her, the needs of the residents of these areas are assessed as serious, but access there is limited.

The Deputy Secretary General drew attention to Russia’s increased shelling of energy facilities in Ukraine. “The UN continues to work with the Ukrainian government to restore energy production capacity, creating opportunities in the green energy sector,” she noted.

Dicarlo once again expressed concern about reports of executions of Ukrainian prisoners by Russian troops. OHCHR’s December report listed at least 19 cases since August, when 62 people were killed.

“OHCHR has also established that the Russian Federation widely and systematically tortures Ukrainian prisoners of war,” said the UN Deputy Secretary-General. At the same time, she noted that certain cases regarding Russian prisoners of war in Ukraine are being investigated by the authorities.

It is worth recalling that since the beginning of Russia’s full-scale invasion of Ukraine, investigators of the National Police of Ukraine have initiated 139,327 criminal proceedings based on the facts of war crimes committed by Russians.
