Thus, commenting on the issue of reservations, the minister emphasized the importance of maintaining a balance so as not to disrupt mobilization and harm the economy. According to Sobolev, it is possible to maintain a balance between reservation and mobilization, although the number of reserved persons has increased.
“Actually, bookings have grown over the last year. We had about a million people booked, now it’s about a million and three hundred [тисяч]”, he said.
According to the government official, earlier the military asked to reduce the number of prisoners. However, in his opinion, reservation is also important, because for the sake of receiving “reservation” some people leave the “shadows” and start working officially.
“People who make reservations come out of the gray employment market. This made it possible to raise the requirements for companies that make reservations for employees, including the average salary. This freed up tens of billions of funds,” he said.

According to him, an important role was played by the improvement of the work of the TCC, commanders and the entire system of training and support of the mobilized, because problems most often arise where there is no normal attitude towards people.
