In particular, the agency noted, the document provides for the allocation of 54.55 billion hryvnias for state programs for the reform and development of the defense-industrial complex, the development, development and implementation of new technologies, and the expansion of existing production capacities for the production of defense products.
“Of them, 7.6 billion is in the general fund, the rest is a special fund. For comparison, slightly more than 51 billion was allocated for 2024,” the message reads.

Also, the government will allocate 500 million hryvnias to the implementation of the Program of Financial Support of Defense Enterprises. As the Ministry of Strategy and Industry explains, this is a preferential lending program for producers who are critically important in the field of defense industry:
“The interest rate for manufacturers is 5%, and the rest of the interest will be paid from the state budget. For 2024, 263.4 million hryvnias were allocated for this.”
The Cabinet of Ministers approved the soft credit program for the defense-industrial complex at the beginning of November.
At the beginning of October, at a meeting of the Staff of the Supreme Commander-in-Chief, the priorities for the Ukrainian defense industry for the next year were defined: these include, in particular, missiles, drones, shells, as well as the active attraction of investments from partners.
