The Minister of Internal Affairs of Ukraine, Ihor Klymenko, announced that divers of the State Emergency Service conducted a “unique underwater special operation” at the flooded CHP plant in Kyiv in 15-degree frost conditions.

“As a result of Russian shelling, one of the capital’s CHP plants was flooded due to damage to the pipe. This significantly complicated the repair of equipment, which depends on heat and electricity in the homes of thousands of people. Without hesitation, in icy water and under extreme conditions, our divers began to repair the damage. The special operation lasted six days. The water leak was stopped, which allowed services to continue restoration work,” Klymenko wrote in a telegram.

According to him, the work of the divers was recognized with presidential awards: Artem Orlov, Denys Frolov and Mykhailo Khizhnyak were awarded the Order “For Courage” III degree, Andriy Vlasenko was awarded the Order of Danylo Halytskyi, and Anton Gaitan was awarded the “Defender of the Fatherland” medal.

After the last massive attacks by the Russian Federation, the energy system of Ukraine is under a state of emergency, the most difficult situation, according to the President of Ukraine, is in Kyiv and Kyiv Oblast, Kharkiv Oblast, Sumy Oblast, Chernihiv Oblast, and Dnipropetrovsk Oblast.

In particular, on January 20, Kyiv suffered another attack by the Russian Federation, 5,635 high-rise buildings were left without heat, almost 80 percent of them are houses to which the heat supply was returned after the shelling on January 9.

According to the mayor of the city Vitaliy Klitschko, the Russian attack on January 9 was the most painful for the city’s critical infrastructure. He emphasized that the situation is the most difficult in four years. Emergency blackouts have been ongoing in the city since then.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy sector.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented at least 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
