The Ministry of Internal Affairs of Ukraine has established clear priorities regarding the use of electricity in the unbreakable points of the State Emergency Service to ensure the stable operation of generators.

On Sunday, January 25, 2026, the agency reminded citizens that powering communication and life support devices is a priority. The list of permitted devices includes smartphones, laptops, flashlights, as well as critical medical equipment — inhalers, hearing aids, and electric prostheses.

As Russia continues to systematically attack the power system, the load on autonomous power sources remains critical, so compliance with these regulations is a matter of general security.

At the same time, there is a strict ban on the use of energy-intensive household appliances, which can put the generator out of order. Hair dryers, irons and any devices equipped with powerful engines are included in the list of prohibited items. As for portable charging stations, their connection is allowed only with the prior consent of the staff on duty. The absence of a single regulatory act on power limits means that responsible persons on the ground have the right to independently limit access to sockets, based on the current technical capabilities of a particular point.

“Ukrzaliznytsia” together with international partners put into operation more than 30 more specialized “Unbreakable Wagons”, which will provide heat and energy to residents of communities in the event of long blackouts.

The government is launching zero credits for generators and batteries for businesses. Entrepreneurs will be able to borrow up to 10 million hryvnias without interest for up to three years in order to keep their jobs during the energy crisis.
