The Ministry of Energy reported the blackout of consumers in six regions due to attacks by the Russian Federation

On the night of December 13, the Russian Federation launched a missile-drone attack on electricity generation, distribution and transmission facilities in the Dnipropetrovsk, Chernihiv, Odesa and Mykolaiv regions, the Ministry of Energy said in a statement.

“As a result of the attack, consumers in the Odesa, Chernihiv, Kherson, Dnipropetrovsk, Kirovohrad and Mykolaiv regions are without power this morning. Emergency recovery work will begin as soon as the security situation allows. Energy companies will do everything possible to restore all subscribers as soon as possible,” the department emphasized.

According to energy experts, December 13 is used in all regions of Ukraine schedules of hourly outages.

As Prime Minister Yulia Svyridenko reported earlier, the government, due to the difficult situation in the energy system caused by the attacks of the Russian Federation, made a number of decisions to improve the situation with providing light for people.

According to her, the Cabinet of Ministers instructed the regional military administrations to review the actual lists of critical infrastructure facilities within two days. At the same time, electricity supply to hospitals, schools, life support facilities and enterprises of the defense-industrial complex remains uninterrupted.

“Consumers that are not of critical importance for the functioning of the regions in today’s energy supply conditions should be excluded from the lists. We make decisions to support people. We direct the released amounts of electrical energy to household consumers,” Svyridenko wrote in a telegram.

The government also instructed OVA, local self-government bodies and relevant utilities to reduce electricity consumption. It is about additional lighting of buildings and streets, parks, decorative garlands, street advertising, which are not a priority during a difficult situation in the energy sector.

But, as the Prime Minister reports, streets and highways with increased emergency conditions must remain lit even in the conditions of saving electrical energy – their list must be determined by the Ministry of Internal Affairs together with the National Police.

Svyridenko also added that the government gives permission to import electricity to state-owned companies and companies with a share of state ownership of 50% or more – this will reduce the load on the energy system of Ukraine and stabilize the load during peak hours.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, the Russian military has increased its shelling of the Ukrainian energy and gas infrastructure, which supplies people with gas during the heating season.

In Ukraine, due to damage to energy facilities as a result of Russian shelling, hourly blackout schedules and capacity limitation schedules are used for industrial consumers and businesses.
