This was written by the president of Ukrmetalurprom.“At the end of last year, Ukrmetallurgprom sent a letter to the Minister of Development of Communities and Territories of Ukraine with clear arguments against raising tariffs for freight rail transportation. In response, we received a formal letter from the deputy minister, which is simply a bureaucratic response, which hides the lack of a real desire to find solutions to strategic problems in the country’s transport industry,” Kalenkov said.
He clarified: the letter states that “all initiatives are being considered in accordance with current legislation, and someday they will be published on the website.” And the letter signed by the deputy minister, who has no experience in working with railway issues, let alone the tariff policy of state monopolies, which, in turn, raises serious questions about the competence and readiness of the ministry’s leadership for a professional dialogue with business.
“There is also nothing in the letter that the draft order on the tariff increase is under consideration in the ministry, where it was sent by the UZ, and this was repeatedly indicated by representatives of the monopolist. However, no constructive dialogue with business representatives is conducted by the Ministry: the minister is on the sidelines convenes the Board of Directors, and at closed meetings — makes decisions together with the Board of Directors’ management, which are then promoted without any discussion and transparency,” Kalenkov said.
“These issues are extremely important. The increase in tariffs for freight transportation carries a real threat of closing enterprises, especially in the current economic instability. This is not only a blow to the industry, but also a direct threat to the state budget, which may not receive tens of billions of hryvnias and take away tax revenues from local communities, which should be understood by the relevant Minister. hryvnias. The disdain for business opinion and the lack of transparent dialogue put the country’s economic future at risk in the difficult situation Ukraine is in,” Kalenkov summarized.
We will remind: the Supervisory Board of Ukrzaliznytsia agreed to increase the tariff for freight transportation by 37%. All market participants opposed this decision, including the European Business Association and the American Chamber of Commerce.
Thus, EVA reminded that before that, UZ immediately raised tariffs by 70%, as a result of which the cost of transporting coal, ore and limestone increased by 140%, metal – by 70%, and grain – by 65%. And because of this, the company lost part of the cargo flow, which switched to road transport. The association also called on the Cabinet of Ministers not to support the increase in freight tariffs – because businesses in Ukraine are already closing due to problems in the energy sector and a shortage of personnel. The next increase in the cost of logistics will only speed up these processes.
