The Ministry of Defense is due to issue an order in the coming days prohibiting the mobilization of men aged 18 to 25 who have been deemed unfit in peacetime and of limited fitness in wartime.
The Speaker of the Parliament, Ruslan Stefanchuk, confirmed this information in a comment for UP.
At the conciliation council on September 17, it was discussed how to solve the problem of mobilization of persons with limited fitness. Stefanchuk noted that a decision was made to create a mechanism so that men aged 18 to 25, who have already been recognized as being of limited fitness, are no longer subject to mobilization. At the same time, it is necessary to ensure their replacement through general mobilization, so as not to reduce the numbers at the front.
In addition, the order will provide that already mobilized persons of limited fitness will not participate in assault operations. Discussions are currently underway with representatives of the Ministry of Defense and the General Staff on how to release such persons from service and replace them with other fighters.
Stefanchuk also added that after that the parliament will return to consideration of draft law No. 11379-D.
We previously wrote that President Volodymyr Zelenskyi signed a law that restores the deferral of mobilization for brothers and sisters of non-native Ukrainians who died at the front or went missing. Previously, this norm was removed from the law on mobilization.
