“Among the key reasons for the change of AOP is non -compliance with the planned supplies for the front, the numerical comments of the General Staff on poor planning of defense purchases and untimely communication by the agency, the unreasonable transfer of supply schedules. Numerous leaks of closed information that will become a separate subject of law enforcement agencies are absolutely unacceptable, ”the press service of the department said.
In view of the considerable interest in this case, the Ministry of Defense clarifies the legal aspects of changing the agency’s management. Among other things, after the official formation of the Supervisory Board by the Ministry of Defense (in the fall of 2024), the agency was unable to ensure the proper legal registration of legal relations with all members of the Supervisory Board, which led to a delay in its work.

On January 20, 2025, the Agency was reported to extend the contract with Bezruk, although the ministry has not yet granted its approval.

According to the Ministry of Defense, the actions of the Supervisory Board did not meet the principles of transparency and consistency and contained a number of procedural violations:
- The decisions of the Supervisory Board were announced on social networks without official information of the ministry.
- An additional contract for extension of the contract was concluded without agreement with the Defense Ministry, which has not yet received its text.
- No minutes of meetings of the Supervisory Board have been officially transferred to the Ministry.
The Ministry of Defense draws attention that when the admission of Marina Bezrukova to work in the agency in January 2024 the contract with it was concluded, and the law stipulates that the change of the contract was carried out with the consent of its parties – therefore, the extension of the contract with Marina Bezruk required the consent of the Ministry of Defense.
